It has happened to me several times during site inspections that someone addressed me as a surveyor or engineer, and when I corrected them, they replied: “Well, it’s all the same.”
But it isn’t. In the world of construction and design, there are differences between architect, engineer, and surveyor that are important to understand.
Why It’s Important to Know the Difference Between Architect and Engineer
The professional figures – Engineer, Architect, Junior Architect, and Surveyor – are not interchangeable.
Each has a specific academic path, a State exam, and a professional registry that define competencies and legal limits.
In public communication, these differences are often blurred or ignored, with the risk that the client chooses a professional assuming the same guarantees and skills. In reality, that is not the case.
In construction, as in healthcare, titles matter: a physiotherapist is not a kinesiologist, and a graduate in sports science cannot replace a doctor. The same applies to technical professions.
It’s not just a matter of “labels”: the title is regulated by law and reflects a very different educational path, with clearly defined competencies, responsibilities, and limits. Knowing who can do what avoids mistakes, ensures the validity of procedures, and protects the client.

An important point to understand: engineers receive technical‑specialist training focused above all on structural, systems, and calculation aspects; architects combine technical and humanistic competencies and approach space and design from constructive, aesthetic, functional, historical, and environmental perspectives.
Only the university path in Architecture includes in‑depth study of architectural design, with more than ten subjects dedicated to composition and about ten historical subjects, in addition to all technical disciplines.
This means that, for many issues related to living space, the competencies of an engineer—aimed above all at quantitative and measurable aspects—may be inadequate. Conversely, for structural or systems aspects, it is advisable to rely on the specialist support of an engineer.
In short: not everyone can do everything well.
Titles and Competencies: Who Can Call Themselves Architect, Engineer, or Surveyor
A professional title is not a simple “courtesy name”: it is a legal recognition reserved for those who have completed a specific course of study and passed a licensing State exam. Understanding the differences between architect, engineer, and surveyor helps avoid confusion.

Since language shapes thought, it is useful to clarify the content—in terms of training and certifications—of the titles in use.
Engineer

May present themselves as Engineer only if they:
- have obtained a Master’s degree in Engineering (or a five‑year degree under the old system);
- have passed the State exam;
- are registered with the Order of Engineers – Section A.
Those who have a three‑year Bachelor’s degree in Engineering and are registered in Section B of the Order may NOT use the title Engineer.
Training: highly technical, focused on mathematics, physics, mechanics, materials science, structural design, and building systems. The primary objective is to ensure safety, efficiency, and functionality of works.
Architect

May use the title Architect only if they:
- have obtained a Master’s degree in Architecture;
- have passed the State exam;
- are registered with the Order of Architects – Section A.
Those who have a three‑year Bachelor’s degree in Architectural Sciences (or similar) and are registered in Section B of the Order may NOT use the title Architect.
Training: both technical and humanistic, with strong focus on spatial, functional, and environmental design. The university path in Architecture includes more than ten courses dedicated to architectural composition and design in various fields (residential, urban, landscape, etc.) and about ten historical subjects (history of architecture, art, restoration), in addition to courses in technology, structures, systems, and urban planning. The architect is the only professional with comprehensive training that integrates technical and cultural aspects of design.
Surveyor

May use the title Surveyor if they:
- have obtained the CAT (Construction, Environment, and Territory) diploma;
- have completed the internship or alternative path required by law;
- have passed the State exam;
- are registered with the Surveyors’ Association.
Training: practical and technical, oriented toward the design of buildings of modest size, surveying, cadastral procedures, and site supervision for simple works.
ATTENTION!
- The titles “architect” or “engineer” may be used only after registration with the professional body (Section A) and after passing the State exam.
- A three‑year Bachelor’s degree is not sufficient to practice fully as architect or engineer (you need the Master’s degree + State exam → Section A).
- The three‑year graduate (junior) has a more limited preparation, with competencies restricted by law.
Misuse of the title (e.g., saying “Architect” if one is a junior architect) is unlawful under Art. 498 of the Penal Code (usurpation of title).

Collaboration and Synergy
Since no one can excel at everything, professionals often work together:
- Architect + Engineer: combine creativity and precision, aesthetics and safety, project culture and problem-solving.
- Junior Architect, Junior Engineer, or Surveyor: manage surveys, paperwork, and supervision of specific parts of the project.

When considering the differences between architect, engineer, and other technical figures, it is also important to know how to verify a professional’s qualifications to protect yourself as a client.
It can be embarrassing or not easy to obtain the necessary information, so it is useful to know that there are online tools—database searches—that allow you to verify the professional body, section, and years of experience.

What to do:
- Check the online registry of the relevant Order or Association.
- Verify the section of registration.
- Ask for the registration number and professional liability insurance.

Why Qualification Is Fundamental
In construction, the signature is worth as much as the project:
- An unlicensed technician or one acting outside their competency may cause the application to be rejected by the Municipality or the Heritage Authority.
- The client is always the first party responsible in the event of building violations or irregular work.
- Works performed without the proper competencies risk non‑compliance with seismic, planning, and safety regulations.
- A project signed by someone without title may reduce the property’s value and jeopardize sales or mortgages.
- Tax deductions (such as building bonuses) require valid certifications: without a qualified professional, the benefits are lost.
Knowing who your technician is is not a formality. It is a choice that affects the safety, value, and legality of the work.

Administrative bodies should verify competencies, but often this does not happen. The client remains co‑responsible.
